The flood warning continues for the following rivers in
Washington...

  South fork Nooksack River at Saxon bridge affecting Whatcom County.
  Nooksack River at north Cedarville affecting Whatcom County.
  North Fork Stillaguamish River near Arlington affecting Snohomish
  County.
  South fork Stillaguamish River near granite falls affecting
  Snohomish County.
  Stillaguamish River at Arlington affecting Snohomish County.

The flood warning continues for the following rivers in
Washington...
  Skagit River near concrete affecting Skagit County.

Heavy rain continued today in the cascades. Heavy rain is forecast to continue through the night. Rivers will remain above flood stage or will continue to rise until they are above flood stage.

Precautionary/preparedness actions...

Do not drive cars...trucks...or suvs through flooded areas...this is the cause of most flood related deaths in Washington. be alert for Rapid changes and monitor developments by listening to noaa weather radio or other local media.

The Flood Warning continues for
  the Nooksack river at north Cedarville
* until late Thursday night.
* at  3:15 pm Wednesday the stage was 148.5 feet.
* flood stage is 146.5 feet.
* moderate flooding is occurring. The forecast is for moderate
  flooding.
* forecast...the river will continue to rise and crest near 149.1
  feet around 4 am Thursday. The river will fall below flood stage
  Thursday evening.
* impact...at 148.0 feet...the Nooksack river will cause widespread
  flooding downstream through Lynden...with swift waters covering
  some farm lands and roads. Erosion may affect some river banks.

  the south fork Nooksack river at Saxon bridge

* from 12 pm Wednesday until Thursday evening.
* at  3:00 pm Wednesday the stage was 7.8 feet.
* flood stage is 8.0 feet.
* moderate flooding is forecast.
* forecast...the river will fluctuate between 8 feet and 9 feet
  through the night.
* impact...at 8.5 feet...the Nooksack river flooding will be
  widespread with swift water covering farm lands and many roads.
  highway 9 north of acme may be impassable.  Erosion may affect some
  river banks.

Eastern strait of Juan de fuca-Western Strait of Juan de Fuca-
North coast-central coast-west slopes northern Cascades and passes-

Previous rainfall of 2-10 inches or more over the past 24 hours has Resulted in high levels of soil moisture around western
Washington. Heavy rainfall of 2-5 inches more in 24 hours is expected. This amount of rain will put extra pressure on soil
Instability leading to an increased risk of landslides.

The usgs rainfall index...rainfall threshold...and rainfall intensity threshold are all currently exceeded and will be for the
duration of the heavy rain. All of these together have elevated the landslide risk to high risk

Landslides have been occurring in a number of locations in many counties throughout Western Washington.

Cumulative rainfall over the last three weeks have wetted soils To the point where they are above the usgs landslide index. When Cumulative rainfall over the previous three days and previous Eighteen days combine to exceed the usgs landslide cumulative Threshold index...rainfall induced landslides are possible during Intense rainfall or when rainfall amounts exceed two inches in 24 Hours. A diminishing risk of landslides will continue for several days after the rain ends.

While the usgs rainfall thresholds were designed for the Seattle Area of the Puget sound...most of the lowlands of western
Washington are similarly susceptible to landslides caused by wet soils. Areas most susceptible to landslides under these conditions are steep coastal bluffs and other steep hillsides.
