...the flood warning continues for the following rivers in
Washington...

  Nooksack river at north Cedarville affecting Whatcom County.
  Nooksack river at Ferndale affecting Whatcom County.
  South fork Nooksack river at Saxon bridge affecting Whatcom
  County.
  Skagit river near concrete affecting Skagit County.
  Skagit river near mt. Vernon affecting Skagit county.
  North fork Stillaguamish river near Arlington affecting Snohomish
  County.
  South fork Stillaguamish river near granite falls affecting

Heavy rain drove most western Washington rivers above flood stage.Some rivers will fall below flood stage late today. Other longer Rivers will remain above flood stage until Friday or even Saturday.

Precautionary/preparedness actions...

Do not drive cars...trucks...or suvs through flooded areas...this is The cause of most flood related deaths in Washington. Be alert for Rapid changes and monitor developments by listening to noaa weather Radio or other local media.

The flood warning continues for
  The Nooksack river at Ferndale
* until Saturday afternoon.
* at  9:30 am Thursday the stage was 22.1 feet.
* flood stage is 19.0 feet.
* moderate flooding is occurring. The forecast is for moderate
  Flooding.
* forecast...the river will continue to rise and crest near 22.4 feet
  Around 4 pm Thursday. The river will fall below flood stage
  Saturday morning.
* impact...at 21.0 feet...the Nooksack river will cause widespread
  Flooding from near Ferndale downstream to the mouth...with swift
  Waters in residential areas and over farm lands and roads. Erosion
  May damage some river banks.

The flood warning continues for
  The Nooksack river at north Cedarville
* until Friday morning.
* at  9:30 am Thursday the stage was 147.9 feet.
* flood stage is 146.5 feet.
* minor flooding is occurring. The forecast is for minor flooding.
* forecast...the river has crested and will continue to fall to below
  Flood stage tonight.
* impact...at 148.0 feet...the Nooksack river will cause widespread
  Flooding downstream through Lynden...with swift waters covering
  Some farm lands and roads. Erosion may affect some river banks.

...the flood warning remains in effect until 1045 am pst Thursday for Urban areas and small streams in the following western Washington Counties...
  Skagit county...
  Whatcom County...

Rain...heavy at times...continued across the area. Additional Rainfall amounts of 1 to 4 inches...locally near 8 inches in the
Cascades...are expected by Thursday morning. More rain on top of What has already fallen will only result in more urban and small Stream flooding. Flooding was already occurring in parts of Bellingham where up to three feet of water has been reported on Some streets.

In addition to the heavy rains...rapidly melting snow in the Sheltered valleys in and near the cascade range was only making the
Situation worse by creating more runoff.

A flood warning means flooding is occurring or is imminent. Most Flood related deaths occur in automobiles.

Precautionary/preparedness actions...

Excessive runoff from heavy rainfall and melting snow will cause Flooding of small streams...highways...and underpasses.
Additionally...rural roads and farmlands along the banks of streams As well as other low lying areas are subject to flooding. Runoff From the heavy rains could also trigger landslides.

Do not drive your vehicle into areas where the water covers the Roadway. The water depth may be too great to allow your car to cross Safely.

Western Whatcom county-southwest interior-east Puget Sound lowlands-

Tacoma area-hood canal area-lower Chehalis valley area-Olympics-
Eastern strait of Juan de fuca-western strait of Juan de fuca-
North coast-central coast-west slopes northern cascades and passes-
West slopes central cascades and passes-

Previous rainfall of 2-10 inches or more over the past 24 hours has Resulted in high levels of soil moisture around western
Washington. Heavy rainfall of 2-5 inches more in 24 hours is Expected. This amount of rain will put extra pressure on soil
Instability leading to an increased risk of landslides.

The usgs rainfall index...rainfall threshold...and rainfall Intensity threshold are all currently exceeded and will be for the
Duration of the heavy rain. All of these together have elevated The landslide risk to high risk

Landslides have been occurring in a number of locations in Many counties throughout western Washington.

Cumulative rainfall over the last three weeks have wetted soils To the point where they are above the usgs landslide index. When
Cumulative rainfall over the previous three days and previous Eighteen days combine to exceed the usgs landslide cumulative
Threshold index...rainfall induced landslides are possible during Intense rainfall or when rainfall amounts exceed two inches in 24 Hours. A diminishing risk of landslides will continue for several Days after the rain ends.

While the usgs rainfall thresholds were designed for the Seattle Area of the Puget sound...most of the lowlands of western
Washington are similarly susceptible to landslides caused by wet Soils. Areas most susceptible to landslides under these conditions Are steep coastal bluffs and other steep hillsides.
